Directs for time bound promotion/regularization in Edu Deptt
MLAs to be taken on board in fixing infrastructure priorities
SRINAGAR, MAY 9: Reiterating his commitment to address their genuine grievances in a time bound manner, Minister for Education Syed Mohammad Altaf Bukhari on Wednesday appealed teachers’ community to fulfill their responsibilities by making personality development of the students as the main focus of their duties.
Chairing a review meeting of school education sector of Baramulla district in Civil Secretariat here, Bukhari observed that teaching community must show keenness in making schools in the State as the centres of excellence.
The meeting was attended by Minister for Horticulture Syed Basharat Bukhari, Imran Raza Ansari, Minister for Information Technology, Technical Education and Youth Services and Sports, MLA Sopore Abdul Rashid Dar, MLA Baramulla Javed Hassan Beigh, MLA Gulmarg Mohammad Abbas Wani, Secretary Education, Director School Education Kashmir, Director RMSA, senior officers of R&B and school education department.
“I believe that peace, prosperity and development is directly linked to what is being taught in the schools. I appeal my teachers, who are extremely talented, to show their zeal and zest by making their schools vibrant in terms of academic and co-curricular activities,” Bukhari remarked.
The Minister asked all the officers to go for gap analysis in their respective wings of the department and come up with proposals to revamp the whole educational sector in the State.
The Minister assured the meeting that the department of school education will ensure infrastructural gaps across the State are addressed expeditiously. He also directed all the CEOs to ensure that all Hon’ble legislators of their respective districts are taken on board in crucial matters of the department and fixing infrastructural priorities.
The Minister also asked the Secretary School Education Department to ensure better facilities of sanitation, cleanliness, electricity and drinking water supply in all school across the State. Bukhari asked the officers to speed up monitoring of construction of school buildings to ensure their early completion.
While taking various important decisions during the meeting, Bukhari asked the officers for completion of under construction buildings in a time bound manner. He also asked director school education Kashmir to go for immediate auction of unsafe school buildings for their re construction.
The officers of RMSA were asked to make smart classrooms effectively functional by preparing offline video lectures for four subjects wherever the internet facility is not available to the schools.
The Minister for Education also directed for clearance of promotion at all levels in school education department in a time bound manner preferably by 1st week of June, this year.
Referring to the deficiency of staff in schools, the Minster asked for filling up all vacant posts in a time bound manner including the posts referred to Service Selection Board which will be dealt under fast track recruitment basis. He also asked for fast tracking of recruitment of teachers under RMSA.
The Minister also asked for filling up of vacant posts of ZEO and ZEPOs in all districts within 15 days. He asked Director School Education to furnish a proposal for filling up of contractual staff/academic arrangement posts for remote and inaccessible areas while exploring a possibility to relax norms in favour of local aspirants to ensure proper teaching in Schools.
He also directed for filling up of vacant posts of ministerial staff and posts of laboratory and library assistants on fast track basis.
Bukhari also directed for expediting the process of rationalization of staff in every district. On a reference to school excursions, the Minister for Education sought help from legislators to earmark a portion of their constituency development fund for educational tours of students in their respective districts.
