According to eyewitnesses the incident happened at Lilbrary chowk, jammu city where Rath was on a ground visit.

“Soon after he found the gypsy of his own department without a number plate, he ordered to challan the vehicle for flouting the rules and norms,” eye witnesses said.

According to sources inside traffic department Rath has promised Chief Minister Mehbooba Mufti to give him 90 days and he will clear the traffic mess in jammu.

“CM gave assurance to Rath that he will not be pressurised by any quarter and there will be no interference in him doing his job,” sources confided.

Rath, according to people, has been successful in controlling the congestion on the roads, and violation of traffic rules too has tremendously come down.
