Srinagar: The Jammu and Kashmir government has formed State Advisory Group (SAG) to roll out the Public Financial Management System (PFMS) in the State.
PFMS is a web based online system for fund management and e-payment. The system provides for a financial platform for all government schemes, data base of all implementing agencies and beneficiaries and integration with state treasuries.
Headed by Chief Secretary as its Chairman, SAG will have Administrative Secretaries of PDD, Finance Department, Health & Medical Education Department, Planning, Development and Monitoring Department, RDD & Panchayati Raj Department, Social Welfare and School Education Department besides Accountant General (A&E), J&K and any other officer as may be co-opted by the Chairman of the Group, if required, as the members.
The SAG has been mandated to provide guidance, advice and support to State Project Monitoring Unit (SPMU) for addressing state level implementation specifics, coordination with other departments, capacity building requirements in the State and review progress of implementation.
The integration of treasury net with PFMS has been already completed. Sources said that registration of state schemes corresponding to centrally sponsored schemes and registration of state implementing agencies was under process.
