As per Government Order No. 1931-JK(GAD) of 2025 dated December 22, issued by the General Administration Department, the committee will be headed by the Financial Commissioner (Additional Chief Secretary), Planning, Development and Monitoring Department, as Chairperson.

According to the order, the committee members include the Principal Secretary to the Government, Home Department; Commissioner/Secretary to the Government, General Administration Department; Commissioner/Secretary to the Government, Forest, Ecology and Environment Department; Secretary to the Government, Revenue Department; and Special Secretary to the Government, Planning, Development and Monitoring Department, who will function as the Member Secretary.

The committee has been tasked with examining and consolidating inputs from all departments on adopting a “Whole of the Government” approach in implementing initiatives, policies and schemes involving multiple ministries and departments, keeping the national perspective in view.

It will also analyse and finalise departmental inputs on measures aimed at improving the ease of living for citizens, including sustained efforts towards decriminalisation of minor offences. Another key responsibility is to assess gaps in achieving targets set for 2047 and to prepare time-bound roadmaps to meet those goals.

Additionally, the committee will scrutinise, harmonise and finalise all departmental inputs and comments related to the actionable points arising from the Prime Minister’s interaction with Secretaries, for onward submission to the Ministry of Home Affairs.

The Planning, Development and Monitoring Department will provide secretarial support to the committee, the order said. (KNC)
