Srinagar, Sep 21: The autumn session of the Jammu and Kashmir Legislative Assembly begins here on Monday, with the seven-sitting session scheduled to continue until September 30.
The opening day’s proceedings will begin with obituary references to former ministers Dr Sheikh Mustafa Kamal, Dharam Paul and Ghulam Hassan Khan, followed by Question Hour and the announcement of the Panel of Chairmen by Speaker Abdul Rahim Rather.
Justice Hasnain Masoodi, chairman of the House Committee constituted to examine alleged irregularities in the implementation of the Jal Jeevan Mission in Jammu and Kashmir, will lay the committee’s report on the Table of the House. The committee was constituted in April 2025.
Minister in-charge Cooperatives Javid Ahmad Dar is also scheduled to introduce a Bill seeking amendments to the Jammu and Kashmir Cooperative Societies Act, 1989. The proposed legislation seeks to repeal the Jammu and Kashmir Self Reliant Cooperative Act, 1999, and provide transitional arrangements for self-reliant cooperatives under the 1989 Act.
According to the provisional calendar issued by the Legislative Assembly Secretariat, government business is scheduled for September 22, while September 24 and 28 have been earmarked for Private Members’ Bills and September 25 for Private Members’ Resolutions. September 23 is a holiday on account of the birthday of Maharaja Hari Singh, while September 26 is an off day and September 27 falls on Sunday.
The session is also expected to see legislators raise issues relating to employment, public services, reservation policy, regularization of workers, governance and the restoration of statehood.
The Legislative Assembly was restored following the 2024 elections, in which 90 constituencies were contested. The current Assembly is functioning under the Jammu and Kashmir Reorganization Act, 2019, which governs the Union Territory’s legislative framework.
