Govt forms panel for integration of databases with RBI’s ULI in J&K

Srinagar, Apr 16: Government of Jammu and Kashmir has ordered constitution of a committee for devising a roadmap and facilitating integration of Public Sector Banks’ data, digitized land records, and crop survey databases with the Unified Lending Interface (ULI) of the Reserve Bank of India.

As per Government Order No. 785-JK(GAD) of 2026, the committee has been constituted under the General Administration Department at the Civil Secretariat, J&K.

According to the order, Financial Commissioner (Additional Chief Secretary), Finance Department shall be the Chairperson of the committee, while Administrative Secretary, Revenue Department and Special Secretary to the Government, Finance Department have been appointed as members. A representative from Jammu & Kashmir Bank has also been included as member of the panel.

The terms of reference of the committee include facilitating integration of digitized land records, digital crop survey data and Public Sector Banks’ data with the RBI’s ULI framework, including identification and standardization of datasets to ensure seamless and timely disbursement of loans to beneficiaries, including farmers and landowners.

The committee has also been tasked to devise a secure data-sharing framework with appropriate safeguards for data integrity and authentication, besides overseeing development of a user-friendly mobile application to enable beneficiaries to avail loans under various schemes through the ULI platform.

It will further monitor and facilitate rollout of the Unified Lending Interface in the Union Territory of Jammu and Kashmir. (KNC)
