Govt Constitutes Coordination Committee to Strengthen Statistical System, MoSPI Linkages

Srinagar, Apr 17: The Government of Jammu and Kashmir on Thursday constituted a Union Territory Level Coordination Committee (UTLCC) aimed at strengthening and streamlining coordination between the Ministry of Statistics and Programme Implementation (MoSPI) and the statistical system of the Union Territory.

According to Government Order No. 803-JK(GAD) of 2026, issued by the General Administration Department (GAD), the committee will be headed by the Chief Secretary, J&K, with senior administrative secretaries and key officials as members to ensure effective statistical coordination across departments.

The Administrative Secretary, Finance Department; Administrative Secretary, Planning, Development & Monitoring Department; Administrative Secretary, Information Technology Department; and Administrative Secretary, Rural Development & Panchayati Raj Department have been nominated as members of the committee.

The Deputy Director General, Regional Office, National Statistical Office (Field Operations Division), MoSPI, J&K, will also be part of the committee along with representatives of concerned Central Ministries, UT departments, and Central/UT Public Sector Undertakings as per requirement.

Director General, Economics & Statistics, J&K, has been designated as the Member Secretary of the committee.

The order states that the Chairperson may co-opt additional members or invite experts and representatives from Central Ministries, departments, agencies, or PSUs as and when required.

The Terms of Reference include facilitating structured coordination between MoSPI and UT departments for implementation of national surveys, improving data sharing mechanisms, and ensuring standardised statistical practices across Jammu and Kashmir.

The committee will also review adoption of national frameworks such as the National Metadata Structure (NMDS) 2.0 and Statistical Quality Assessment Framework (SQAF) to improve data quality, comparability, and reliability.

It will examine state and district-level statistical outputs including State Domestic Product, District Domestic Product, industrial production indices, and price indices to ensure compliance with national standards and timely dissemination.

The panel will identify gaps, duplication, or inconsistencies in statistical work across departments and recommend corrective measures, while also promoting IT-enabled modern statistical systems.

On data dissemination, the committee will ensure timely publication of official statistics and promote evidence-based policymaking across departments in line with MoSPI standards.

It will also focus on capacity building of statistical staff and institutional strengthening of the Directorate of Economics & Statistics in coordination with NSSTA.

Additionally, the committee will monitor MPLADS-related works and address pending issues, besides reviewing major Central Sector infrastructure projects above ₹150 crore to resolve inter-departmental coordination challenges.

The government said the initiative is aimed at strengthening data-driven governance, improving transparency, and enhancing the overall statistical ecosystem in Jammu and Kashmir. (KNC)
