JPC seeks public suggestions on 3 proposed legislations

New Delhi, Jan 10: The Joint Parliamentary Committee (JPC) examining three important bills, including the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, has invited suggestions and views from the public and other stakeholders.

As pwr news agency Kashmir News Corner — KNC, The Committee has also sought inputs on the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, and the Government of Union Territories (Amendment) Bill, 2025. Individuals, NGOs, subject experts, institutions and other stakeholders have been encouraged to submit written memoranda sharing their opinions and recommendations.

According to the Lok Sabha Secretariat, submissions may be sent in English or Hindi in duplicate to the Additional Secretary (DR), Lok Sabha Secretariat, Room No. 018, Parliament House Annexe, New Delhi–110001, within 15 days from the date of publication of the notice. Suggestions may also be emailed to [email protected]. Contact numbers provided for queries are 23035743 and 23034335.

The Committee has assured that all memoranda received will be treated as confidential and will form part of its official records. Those wishing to appear before the Committee in person, in addition to submitting written views, have been asked to clearly mention their willingness, though the final decision on appearances will rest with the Committee.

The Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, proposes the removal of Ministers, including Prime Ministers and Chief Ministers, who face serious criminal charges carrying imprisonment of five years or more and have been in detention for over 30 days.

Earlier, the JPC had invited the Law Commission of India and Vice Chancellors of National Law University, Delhi, and NALSAR University of Law, Hyderabad, to present their perspectives. During its second meeting held on December 7, detailed deliberations were conducted, with the Ministry of Home Affairs and the Law Ministry presenting their views. Members of Parliament raised several observations, including the need for evidence-based justification and reference to international practices. The MHA has been given four weeks to respond.

The three bills were introduced in the Lok Sabha on August 20, 2025, and subsequently referred to a Joint Committee of both Houses. A 31-member JPC, chaired by BJP MP Aparajita Sarangi, was constituted on November 12, 2025, to examine the proposed legislations. (KNC)
