Jammu, Dec 20: The Jammu & Kashmir All Department Clerical Staff Association (JKADCSA – Ministerial Federation) led by Jeelani Naik, (President) has expressed serious concern and strong resentment over the negligent and indifferent approach of the Director School Education Jammu (DSEJ) in failing to fulfill his commitments regarding the issuance of promotion lists of the clerical cadre of Jammu Division.
It is pertinent to mention that the clerical cadre has been awaiting promotional benefits since April 2025, following the declaration of results of the SATC course by the Jammu and Kashmir Public Service Commission (JKPSC). Despite the passage of considerable time, no promotion list has been issued, adversely affecting the careers and morale of hundreds of qualified clerical employees.
It is apt to mention that various deputation of the Federation had met with Deputy Minister, Education Minister including Director School Education Jammu earlier and raised this genuine issue.
Particularly a deputation led by Jeelain Naik President and other leaders, a significant number of aspirants approached worthy Secretary School Education and submitted a detailed memorandum, seeking immediate intervention. Fortunately, acting on the memorandum, the Worthy Secretary had directed to DSEJ that all pending Departmental Promotion Committees (DPCs) be finalized by 20th November 2025. Although the DPCs for the clerical cadre were conducted but the DSEJ has failed to notify the promotion lists, which clearly reflects administrative apathy and undue delay.
The continued inaction on part of the DSEJ has caused grave injustice to the clerical cadre and has severely impacted their service prospects. The JKLADCSA once again requests the worthy Secretary, School Education Department to intervene personally to restore the rights of the cadre by ensuring immediate release of Promotion orders, as guaranteed by the constitution of INDIA.
The Federation cautions that any further delay, which denies legitimate rights (as justice delayed is justice denied), will compel us to protest against the negative approach of the DSEJ.
