Jammu, Dec 2: Chief Secretary Atal Dulloo on Monday reviewed the expansion plans of the Institutes of Music and Fine Arts under the University of Kashmir and the University of Jammu and called for their upgradation on modern academic and infrastructural lines.

Chairing a high-level meeting, the Chief Secretary said both institutions play a key role in nurturing artistic and musical talent across Jammu and Kashmir and must be strengthened through improved facilities, academic reforms and long-term planning.

He directed the Vice Chancellors of University of Kashmir and University of Jammu to prepare Detailed Project Reports for the establishment of permanent campuses and future expansion of both institutes. He said the institutes should be developed with an enabling academic environment and modern infrastructure.

Reviewing the existing bachelor-level programmes, the Chief Secretary also advised both universities to explore the introduction of new courses, including postgraduate programmes, in keeping with evolving academic needs in music and fine arts.

He stressed the importance of academic quality and directed that faculty strength and standards be upgraded strictly as per University Grants Commission norms. He further said the two institutes must receive the same institutional support and academic focus as other university departments.

During the meeting, the Vice Chancellors briefed the administration about existing infrastructure, course offerings and intake capacity. They also flagged the lack of suitable land for independent campuses as a major hurdle.

To address the issue, the Chief Secretary instructed the Divisional Commissioners to assist universities in identifying and transferring suitable land parcels at the earliest to allow timely construction of permanent campuses.

Officials said regular monitoring will continue to ensure that expansion and academic planning move forward without delay.
