Srinagar, Oct 30: The Jammu and Kashmir All Departments Clerical Staff (Ministerial Federation) & Revenue Employees Ministerial Association (REMA) delegation met with the Deputy Commissioner of Anantnag to discuss crucial issues, particularly the stagnation in the promotion of revenue ministerial employees & redressal thereof as per the CAT directions earlier this month.

A delegation of the Jammu and Kashmir All Departments Clerical Staff (Ministerial Federation) & Revenue Employees Ministerial Association (REMA) led by Jeelani Naik President JKADCSA, Mir Muzaffar, Provincial President JKREMA/Vice President JKADCSA, today met the Deputy Commissioner, Anantnag, to seek redressal of long-pending promotion issues/avenues affecting the Revenue Ministerial Cadre.

During the meeting, the delegation apprised the Deputy Commissioner of the acute stagnation being faced by Revenue Ministerial staff due to the extremely limited promotional avenues available within the cadre.

The Association highlighted that the existing promotional structure providing only 8% promotion from Junior Assistant to Senior Assistant, 2.3% from Senior Assistant to Head Assistant, and 1.5% from Head Assistant to Section Officer has led to severe stagnation.

Consequently, a large number of employees retire as Junior Assistants despite rendering decades of dedicated service and a detailed memorandum has been submitted to the chair for its due consideration.

Besides, the chair has been apprised that new administrative units had been established in 2014 and sufficient staff of the Accounts cadre/planning cadre and Patwar cadre had been provided/created, while the clerical cadre had been again ignored, which means to remain stagnant through the whole service career, which is a violation of Articles 14 & 16 of the Constitution of India.

The Association also called for the streamlining of Departmental Promotion Committees (DPCs) at the District level to expedite promotions all categories including, Junior Assistants, Senior Assistant, Orderlies and other categories, as presently a significant vacancies of all categories are vacant in the District and provide timely relief to deserving employees.

The Deputy Commissioner of Anantnag listened attentively to delegation concerns and assured them of prompt and effective resolution of all issues, which are under the domain of the chair.

All leaders expressed their gratitude for the patient hearing and assurances provided, expressing optimism that these measures would significantly enhance the working conditions of the employees, and the delegation also expressed heartfelt gratitude for the genuine compassion shown in exploring all possible assistance and support for low paid employee’s particularly daily wagers.

The delegation included Mohd Ashraf Khan, Provincial President of SENTEF Kashmir; Mushtaq Ahmad, Organising Secretary of JKADCSA; Wakeel Ahmad Shah, Vice President of SENTEF; Javeed Ahmad, Executive Member of JKADCSA/JKAMEA; and Abdul Rasheed Wani, Executive Member of JKADCSA/JKFMEA.
