Jammu, Oct 22: JKADCSA (Ministerial Federation) has raised concerns regarding the excessive delay in the promotions of SATC-qualified Junior Assistants & other categories of non-teaching employees of DSEJ, despite the commitments made by the Education Minister of the School Education Department of J&K.

The Jammu and Kashmir All Departmental Clerical Staff (Ministerial Federation) has expressed serious concern over the inordinate delay in holding the Departmental Promotion Committee (DPC) meeting for Secretariat Assistant Training Course (SATC) passed Junior Assistants & other categories of non-teaching employees of Jammu Division.

As per the notification No. 15-S (PSC) of 2025 dated 25-04-2025 issued by the Jammu and Kashmir Public Service Commission (JKPSC), the result of SATC passed Junior Assistants was declared nearly six months ago. Under SRO-272 dated 19-09-2008, it is clearly mentioned that SATC passed Junior Assistants are eligible for promotion to the post of Senior Assistant.

However, despite completion of all necessary formalities and repeated representations, the Directorate of School Education Jammu has failed to convene the DPC meeting till date, causing unnecessary delay and injustice to the employees concerned. It is apt to mention here that all departments, including the General Administration Department and Finance Department, are making stopgap arrangements for all vacant posts, as the same is permissible under Rule-25 of CCA-Rules-1956, the operative part of which reads as follows:-

“Where it is necessary in the public interest owing to an emergency, which has arisen and could not have been foreseen, to fill immediately a vacancy by promotion from a lower category, and where promotion in accordance with these rules would involve undue delay or expenditure or cause administrative inconvenience, the appointing authority may promote a person otherwise than in accordance with these rules temporarily until a person is promoted in accordance with these rules.”

But unfortunately, the Directorate of School Education Jammu is showing reluctance in the matter for unknown reasons.
A deputation consisting of many aspirants and members of the Federation, led by Jeelani Naik, President of JKADCS (Ministerial Federation), met with the Director of School Education Jammu, Naseem Javaid Choudhary (JKAS), to discuss genuine issues regarding the promotion of SATC-qualified Junior Assistants and other categories.

He listened patiently and promised immediate redressal of the issue within a month. A memorandum was also submitted to Education Minister Sakina Itoo, which was subsequently forwarded to the Director of School Education Jammu for necessary action and the Minister announced on her Twitter handle that a substantial number of non-teaching staff will be promoted. Unfortunately, no progress has been made so far.

This prolonged delay is not only causing monetary loss but also adversely affecting the morale of SATC qualified Junior Assistants & other categories, who are awaiting their due promotions form last more than six months.

President Jeelani Naik urged the concerned authorities to restoration legitimate rights of employees and convene the DPC meeting and grant the due promotions to all SATC qualified Junior Assistants & other categories of non-teaching school education department of Jammu Division in the interest of justice, transparency, and employee welfare. He further appealed that timely promotions will not only restore faith among ministerial staff but also help improve the work culture and efficiency in the Education Department.
