Srinagar, Oct 16: Non-Teaching Employees School Education Employees Kashmir (NTESEEK) announced a peaceful protest on Monday (October 20, 2025) and said that it will take a mass casual leave cum protest leave on 22-10-2025 (Wednesday) in response to the undue delay in promotions, despite a commitment made by the Minister of the School Education Department on her Twitter-handle, as well as the deployment of teaching staff to clerical assignments.

Following the Court’s withdrawal of the status quo on promotions on 14/10/2025, it was expected that the long-overdue promotions of the non-teaching cadre in the School Education Department would be issued without any further delay, a statement issued to the INS reads.

This expectation was based on repeated assurances given by the Worthy Director School Education Kashmir (DSEK) through public statements and interviews.

It is apt to mention here that the commitment with regard to filling of all non-teaching posts with a significant number was made by the Minister for School Education through her twitter handle and also announced through social media.

The Departmental Promotion Committee (DPC) has already completed the necessary formalities and all required formalities have been completed and duly signed by the DPC committee.

However, despite the removal of legal hurdles and administrative preparedness, no promotion orders have been issued for the non-teaching staff. In contrast, promotions for the teaching cadre have already been processed, which clearly reflects discriminatory and step-motherly treatment toward the non-teaching segment.

This ongoing delay, despite assurances and completion of the DPC process, is being seen as a betrayal of trust and serious injustice. The non-teaching staff who have long been awaiting their due rights, can no longer remain silent spectators.

As such, if the promotion orders for all eligible non-teaching staff including: Promotions of junior assistants to the position of senior assistant, as approved or cleared by the DPC and conducted over six months ago, have not yet been implemented, Promotion of Senior Assistants to the position of Head Assistant, as approved/cleared by the DPC, remains pending, Promotion of Head Assistants to the position of Section Officer, as approved by the DPC, along with the filling of all Non-Teaching category posts as promised, has not considered/issued by 19th October 2025. This situation will compel the non-teaching staff across the Kashmir Division to hold a peaceful protest on 20th October 2025 and to observe mass casual leave-cum-protest leave starting from 22nd October 2025.

“Therefore, we appeal to the Minister School Education Department and Director School Education Kashmir to fulfill the commitments made to the non-teaching cadre to uphold the principle of justice, equality and administrative integrity,” the statement reads.
