An order issued by GAD-JK, the committee will be chaired by the Chief Secretary, J&K, and includes Administrative Secretaries of Jal Shakti, Public Works (R&B), Power Development, Finance, General Administration, ARI & Trainings, and Law, Justice and Parliamentary Affairs departments as members.

The committee has been tasked with making suitable recommendations while keeping in view service law principles and implications for the management of other government services. It may also co-opt other officers if necessary and will be serviced by the Public Works (R&B) Department. The move aims to streamline promotions and address manpower constraints in the engineering services.
