Govt Orders Inquiry into PMGSY Road Works in Poonch; Engineers Under Scrutiny

Srinagar, June 20: The Jammu and Kashmir Government has ordered an inquiry into alleged irregularities in the construction of PMGSY roads in Poonch district following complaints of non-compliance with DPRs and guidelines.

As per the Government Order “A complaint was received in the department regarding non-compliance of DPR and PMGSY guidelines in the construction of the following PMGSY roads in District Poonch:- 1. Bonikhet to Chanasar, Package No. JK11-69; 2. Chandimarh to Dogrian, Package No. JK11-44; 3. Sailan to Mahara, Package No. JK-138; 4. Km 7th of 701 to Behramgalla, Package No. JK-161.

The case was examined in the Department and vide this department letter No. PWD-ACCT/103/2021-05 dated 21.08.2023, Memorandum, containing Article of Charges and Statement of Imputations in support of the Charges, were served upon the following delinquent Engineers through the Chief Engineer, PMGSY Jammu:- 1. Er. Satish Kumar Bhagat, 2. Er. Mohd Parvais, 3. Er. Manzoor Hussain, 4. Er. Bikram Singh, 5. Er. Shokit Ali, 6. Er. Ashfaq Ahmad Mughal, 7. Er. Anshul Bhagat, 8. Er. Madhu Sudan.

The aforementioned delinquent engineers furnished their reply, which was examined in the Department and was not found satisfactory.

In terms of Rule 33 of the Jammu & Kashmir Civil Services (Classification, Control & Appeal) Rules, 1956, Er. Kewal Kumar Atri, In-charge Superintending Engineer, PW (R&B) Circle Poonch, is hereby appointed as Inquiry Officer to conduct an Inquiry into the Charges framed against delinquent engineers and Er. Shakeel Ahmed, Incharge Executive Engineer, PMGSY Division Poonch, shall be the Presenting Officer for the case.”

The Inquiry Officer has been tasked to submit the report within 30 days and ensure that all engineers get an opportunity of being heard, with statements of stakeholders recorded if necessary. (JKNS)
