Govt constitutes panel to monitor ESZ of Surinsar-Mansar sanctuary

Srinagar, Jun 13: The Jammu and Kashmir Government has constituted a Divisional Level Committee for effective monitoring of the Eco-Sensitive Zone surrounding the Surinsar-Mansar Wildlife Sanctuar.

As per an order, Sanction is hereby accorded to the constitution of Divisional Level Committee, comprising the following, for the Eco- Sensitive Zone of Surinsar-Mansar Wildlife Sanctuary, for effective monitoring of the provisions of notification S.O. 210(E) dated 17.01.2022 of the Ministry of Environment, Forests and Climate Change, Government of India.

The committee, chaired by the Divisional Commissioner Jammu, includes members from multiple departments such as the Deputy Commissioners of Udhampur, Jammu and Samba, Regional Wildlife Warden (Jammu Region), and Regional Director of the Department of Ecology, Environment & Remote Sensing, J&K.

Other members include experts from the Wildlife Trust of India, National Development Foundation, J&K Biodiversity Council, Surinsar-Mansar Development Authority, and relevant district officers from Housing, Rural Development, Panchayati Raj, and Agriculture departments. The Wildlife Warden of Kathua will act as Member Secretary, it reads.

The tenure of the monitoring committee shall be till further orders, provided that the non-official members of the committee shall be nominated by the Union territory Government from time to time, it reads.

The Monitoring Committee may invite representatives or experts from concerned Departments, representatives from Industry Associations or concerned Stakeholders to assist in its deliberations depending on the requirements on issue-to-issue basis.

The Central Government in the Ministry of Environment, Forest and Climate Change may give such directions, as it deems fit, to the Monitoring Committee for effective discharge of its functions, it reads.

To monitor the compliance of the provisions of the notification issued by the Ministry of Environment, Forests and Climate Change, Government of India, under S.O 210(E) dated 17.01.2022,

To scrutinize the activities that are covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533 (E), dated the 14th September, 2006, and are falling in the Eco-sensitive Zone, except for the prohibited activities as specified in the Table under paragraph 4 thereof, based on the actual site-specific conditions and referred to the Central Government in the Ministry of Environment, Forest and Climate Change for prior environmental clearances under the provisions of the said notification, it reads.

To submit the annual action taken report of its activities as on the 31st of March of every year by the 30th of June of that year to the Chief Wildlife Warden in the Union Territory as per proforma appended at Annexure V in the notification, it reads.

The Member-Secretary of the Monitoring Committee or the concerned Deputy Commissioner(s) shall be competent to file complaints under section 19 of the Environment Act, against any person who contravenes. the provisions of this notification, reads the order.
