ACB Produces Charge-Sheet Against 16 Officials Including 3 Ex-BMOs, 71 ‘Unauthorized Appointees’

Srinagar, Nov 1: Three days after government terminated his service, Anti-Corruption Bureau on Monday produced chargesheet against Dr. Fayaz Ahmad Banday, former BMO Beerwah Budgam in a case related to illegal and unauthorized appointments of Class-IV employees during 2003-06. The ACB also produced chargesheet against others officials including two more BMOs and 71 beneficiaries before the Court of Special Judge Anti-Corruption in a case (FIR No. 22/2011 VOK now ACB), according to an official statement issued here.
The case was registered on the outcome of a Verification conducted into the allegations of illegal and unauthorized appointments of Class-IV employees, the ACB said.
“The appointments were made by Block Medical Office Beerwah and Khansahab, Budgam. During verification it was revealed that during the period 2003-2006, the Block Medical Officers namely Dr. Fayaz Ahmad Banday, Dr. Sheikh Tariq Ahmad and Dr. Mohammad Abdullah Bhat in active connivance with other accused beneficiaries issued fake and fabricated appointment orders on non-existent posts of Safaiwalas and Nursing Orderlies,” the ACB said.
During investigation of the case, the ACB said, relevant records were obtained and seized from Block Medical Officers of District Budgam, Chief Medical Officer, Budgam, and Director Health Services Kashmir.
“The investigation conducted found 71 illegal beneficiaries appointed by the accused Chief Medical Officers/ Block Medical Officers without following due procedure by undue favour to the beneficiaries,” the ACB said, adding, “The charge-sheet was presented against seventy one (71) beneficiaries and sixteen (16) other Officers / Officials including accused doctors.”
Dr. Fayaz Ahmad Banday also figured in the recent list of eight employees including four JKAS officers who were terminated from services under Article 226 (2) of the Jammu and Kashmir Civil Service Regulations.
