SAC sanctions regular Principals for 6 GMCs across State

Srinagar: The State Administrative Council (SAC) which met under the chairmanship of Governor, Satya Pal Malik accorded sanction to the appointment of Principals for Government Medical College (GMC) Srinagar and five new GMCs of Anantnag, Baramulla, Doda, Kathua and Rajouri on regular basis.
SAC approved appointment of Dr Parvaiz Ahmed Shah (Professor) as Principal GMC Srinagar with effect from 01.07.2019. Earlier, Dr Parvaiz Ahmed Shah was assigned the charge of the post of Principal, GMC Srinagar in addition to his own duties with effect from 30.06.2019.
SAC also approved appointment of Dr Showkat Ahmad (Professor) as Principal GMC, Anantnag with effect from 04.07.2018, Dr. Abdul Hamid Kathoo (Professor) as Principal GMC, Baramulla with effect from 01.07.2018, Dr. Tariq Parvez Azad (Professor) as Principal GMC, Doda with effect from 06.07.2018, Dr. Kuldeep Singh (Professor) as Principal GMC, Rajouri with effect from 26.04.2019 and Dr. Sulaiman Choudhary (Professor) as Principal GMC, Kathua prospectively.
SAC accorded sanction to the regularization of Dr. Javed Choudhary, as Principal, GMC Baramulla with effect from 04.07.2018 to 30.06.2019 and release of grade of the post of Principal, GMC, Baramulla with effect from 04.07.2018 to 30.06.2019.
The appointment of Principals on regular basis will give impetus to the academic and other activities and ensure smooth functioning of the GMCs.
It also approved merit based selections for admission to B.Sc Nursing/Post B.SC Nursing, Paramedical and B Pharmacy courses in the State through the J&K, Board of Professional Entrance Examination (BOPEE).
There are a number of Para-Medical Institutions across the State which impart training for various para-medical courses. The eligibility for admission to various para-medical courses is 10+2 with Science. For Female Multi-Purpose Health Workers (FMPHW) and Male Multi-Purpose Health Workers (MMPHW), the eligibility is Matric. Candidates with GNM course can also pursue Post Basic B.Sc Nursing.
Presently, the selection of candidates for various Para-Medical Courses is being made on the basis of merit secured by candidates in 10+2 examination and in Matriculation examination (for FMPHW and MMPHW). The admissions are being made by the institutions at their level. 80% of these seats are filled on merit and 20% on nomination basis to be made by Chief Minister/Minister for Health & Medical Education. The 20 % quota is based on discretion and not on merit. Likewise, there is no organized procedure for admissions in the private institutions in these courses.
The SAC decided to centralize the admission to M.Sc/B.Sc Nursing, Post Basic B.Sc Nursing and various Para-Medical Courses as well as B Pharmacy through merit based selection process to be conducted through BOPEE. The discretionary quota stands abolished.
The decision will help to streamline the procedure for selection of candidates and improve transparency in the selection process.
The SAC also accorded sanction to the transfer of administrative control of District Hospitals (Associated Hospitals) of Anantnag, Baramulla, Doda, Kathua and Rajouri along with their assets to the five new Government Medical Colleges of Anantnag, Baramulla, Doda, Kathua and Rajouri respectively.
SAC further approved transfer of administrative control of PHC Sagam and PHC Mattan to GMC Anantnag, PHC Kalantra and PHC Bagh-i-Islam to GMC Baramulla, PHC Manjakote and Urban Health Unit to GMC Rajouri, PHC Bhalla and PHC Ghat to GMC Doda and PHC Budhi and Urban Health Centre Krishna Colony to GMC Kathua.
SAC also approved transfer of 674 posts of different categories of these five Hospitals and 107 posts of five Rural Health Training Centres and five Urban Health Traning Centers, presently borne on the establishment of the Heath Department to the respective Medical Colleges along with their budgetary provisions.
These posts shall get added to the establishment of the new Medical Colleges but will be filled up on deputation basis from the Heath Department. The employees on these posts in these District Hospitals and the five Hospitals, five Rural Health Training Centres and Five Urban Health Training Centers shall be treated as on deputation from the Health Department retaining lien, seniority and promotion prospects in their parent cadre i.e Health Department. The Health and Medical Education Department will examine the cases of the deputationists as are willing to be assimilated in these new Medical Colleges after following the prescribed procedures.
Civil works of these five new Medical Colleges are progressing at a rapid pace. The concerned agencies have been directed to complete the works expeditiously within the set timelines to enable operation of the classes of first year of MBBS in these Medical Colleges from their own buildings. Moreover, 675 posts of various categories have been created for each new Medical College.
