SAC approves creation of 495 posts in Leh, Kargil Districts

Srinagar: The State Administrative Council (SAC) which met under the Chairmanship of Governor on Wednesday accorded approval for the creation of 495 posts of various categories in different departments in both Leh and Kargil Districts.
Addressing a presser Principal Secretary, Planning, Development & Monitoring Department, Rohit Kansal said that these include posts of 12 Directors, 4 Chief Engineers, 4 Joint Directors, Chief Conservator of Forest, Regional Wildlife Warden and other senior positions. Over 470 more posts at different levels and belonging to a variety of departments have been created to support the Directorates and Chief Engineer Offices that will be now established in the Ladakh division.
He said LAHDC Act was amended in 2018. The Amended Act provides for further empowering the Development Councils of Leh and Kargil to exercise administrative and financial powers in order to address the concerns, requirements and aspirations of the people living in the Ladakh Region.
“Vide SRO-120 the state Government ordered the establishment of new Ladakh Division with headquarters at Leh and Kargil.”
He said a Divisional Commissioner stands posted in Ladakh Division and has been functioning there ever since.
“Vide Government Order No. 230 – GAD of 2019 dated 15-02-2019 a committee was constituted by the General Administration Department with terms of reference as under:-
Finalise the periodicity of the Divisional Commissioner and Inspector General of Police sitting at Leh and Kargil, viz. Weekly, fortnightly, etc;
Identify the posts of divisional level heads of various Departments that may be required for the new Ladakh Division, their equitable location at Kargil and Leh, roles & responsibilities and staffing patterns; and Any other measures, as may be necessary for operationalisation of the division.”
In pursuance of its mandate the committee visited Leh on 18 February 2019 and Kargil on 23rd February 2019, he said. During the visit, the committee met the CECs and Council Members of the respective LAHDCs and other stakeholders of both the districts.
Based on the feedback and discussions with the above mentioned LAHDC representatives and other stakeholders of Leh and Kargil districts the committee submitted its report and recommendations.

8. Director, Animal Husbandry(with additional charge of Sheep Husbandry)
9. Joint Director, Handicrafts (with additional charge of Handlooms)
10. Joint Director, Hospitality and Protocol (with a Dy. Director to be stationed at Kargil)
11. Director, Accounts & treasuries
12. Regional Director, State Pollution Control Board

1. Chief Engineer, PHE (with additional charge of I&FC)
2. Chief Engineer, PDD
3. Director School Education
4. Director, Rural Development
5. Director, Social Welfare
6. Additional Registrar Cooperatives

8. Director, Horticulture (with additional charge of Floriculture)
9. Director Food, Civil Supplies and Consumer Affairs
10. Joint Director, Information (with Dy. Director to be stationed at Leh)
11. Regional Wild Life Warden
12. Joint Director Youth Services and Sports
The committee in its recommendations has emphasised that the placement of a particular office at a district is on purely administrative basis and will in no way deprive the public of any of the districts from the due services of the offices which are not based in that district.
The State Administrative Council too has directed that Directors and HoDs of Ladakh Division will conduct regular tours of both the districts in the Division
