SRINAGAR, JUNE 14: J&K Police Tourism enforcement wing has helped a South Korean lady to get her Rs 1.75 lakh back from a fraudster.

On June 2, 2018 a South Korean lady namely, Yun Hee Kim approached Tourist Police station Srinagar with a complaint stating therein that she was cheated by one Umar Farooq Billoo son of Farooq Ahmad Billoo resident of Abi Karpora Dal Lake Srinagar who has fraudulently taken Rs 1.75,000 from her.

Accordingly, a case FIR No. 06/2018 U/S 420 RPC 2/32, 36(2) tourist trade act came to be registered in Tourist Police Station Srinagar and investigation was set into motion.

The complainant was provided a free and secure accommodation by the Tourism department till the case was decided by the court.

During investigation the accused namely Umar Farooq Billoo was arrested and the statement of the lady was recorded before a magistrate.

The complainant stated that she arrived at New Delhi on 23 April 2018 and was supposed to visit Varanasi. She reached Pahargunj area where the accused Umar Billoo followed her and lured her to visit Kashmir. She stated that she trusted him and accompanied with him to Srinagar where the accused arranged her stay in his home.

After some days the accused told her that his mother is seriously ill and he needs Rs 3 lac for her treatment. The complainant trusted him and out of sympathy gave him Rs 1.75 lac in three transactions with the consideration that he will return her money.

However, later on at New Delhi the lady heard that the accused is a habitual cheater. The lady then travelled from New Delhi to Srinagar by road, only to register her complaint against the accused Umar Billoo at Tourist police Station.

Investigations into the case have revealed that the mother of accused was never ill and it was a trick of the accused to entice and induce the Korean lady in order to rob her off her money.

In pursuit of speedy justice to the victim, police team lead by SHO Tourist Police Station Inspector Suhail Rasool under the supervision of SSP Enforcement concluded the investigation of case on merits and the chargesheet was filed before the court of Ist Additional Munsif Srinagar on June 9, 2018.

The accused confessed before court that he has taken the money from the complainant and agreed to pay the same before the court.

Keeping in view the limited period of visa of Korean lady and with the assistance of Prosecution wing of J&K Police the Court presided over by Ld. Judge Abdul Bari, heard the case on priority.

Due to the joint team effort of tourist police and support / cooperation of prosecution & Judiciary, the aggrieved lady was finally provided justice and Rs 1.75 lac INR were got refunded to her in the court. The court also convicted the accused and punished him for the offences of malpractice and touting defined under sections of 28, 32 and 36 (2) Tourist Trade Act.
