“Such an incident, after 7 decades of independence, is shameful,” Kovind said.

He is chief guest at Shri Mata Vaishno Devi Trust University Jammu.

“We have to think what kind of society are we developing,” he said while adding that it is a collective responsibility of all to introspect and ‘ensure such a thing does not happen to any girl or woman’.

Kovind is on a maiden, two day two-day visit to the winter capital of Jammu and Kashmir.

Rape and murder of the 8 year old girl from Nomadic community of Bakkerwals earlier this year has sent shock waves all over India with people calling for capital punishment to the guilty.
