Jammu, Jan 17: The Jammu Kashmir government on Wednesday said 195 forces personnel were killed in the last three years in militancy-related incidents in the Valley.
In a written reply to a question of BJP’s Ramesh Arora, Chief Minister Mehbooba Mufti told the Legislative Council that195 forces personnel were killed in the violence in the last three years in the Valley. Of these, 78 were killed in 2017, 74 in 2016 and 43 in 2015, she said.
Referring to steps being taken to settle their families by the government, Mehbboba said, “For police personnel, a nomenclature compensation around 52 lakhs has been paid through Special Welfare relief amount Rs 15 lakhs which is a Contributory Fund whereas Ex-gratia relief of Rs 20 lakhs being paid by J&K State government, Addition Ex-gratia Relief of Rs 7 Lakhs being paid by MHA Government of India and Janta Assurance Rs 10 lakhs being paid through Oriental Insurance.”
“For SPOs, compensation around 17.50 lakhs has been paid through Special Welfare relief amount Rs 2.50 lakhs which is a Contributory Fund whereas Ex-gratia relief of Rs 5 lakhs being paid by J&K State government and no addition Ex-gratia being paid by MHA Government of India and Janta Assurance Rs 10 lakhs being paid through Oriental Insurance whereas for CAPF, only Ex-gratia relief of Rs 5 lakhs being paid by J&K State government and no addition Ex-gratia and Janta Assurance being paid through Oriental Insurance,” she replied over another question over the settlement of their families.
“Besides, a Government job in terms of SRO-43 of 1994 is also provided to the NoKs of the Police Personnel who sacrificed their lives in line of duty. The wards of the martyred police personnel are also given scholarship and free schooling in Police Public Schools,” she apprised the House pertaining to government plan to pay compensation who lost their life in all types of forces while fighting with militancy.
“The members of the Armed Forces, not above the rank of Junior Commissioned Officer (JCO), or Member of Para Military forces of equivalent rank who is a permanent resident of State of Jammu and Kashmir and is killed while discharging duties in connection with law and order within the territorial jurisdiction of J&K State is also covered under aforesaid SRO,” she added.
Referring to government plan to pay compensation to land owners whose land has been taken away by the Army for fencing purpose, Mehbboba said, “Compensation for land coming under the Border fencing by the BSF is being assessed separately by way of acquiring land under the Provision of Land Acquisition Act is paid to the interested person after final awards are issued after completing all necessary formalities strictly in accordance with various provisions of Land Acquisition Act.”
“The BSF authorities had placed indent for the acquisition of land for the construction of 135 feet wide composite bund all along Indo-Pakistan Border (IPO) wherein around 39 persons were received compensation falling in Jammu, Samba and Kathua districts,” she added.
Replying to another question pertaining to any plan to construct temporary shelters, homes in case of shelling in Jammu region, Mehbooba Mufti said, “The process for acquisition of land for establishment of BOPs all along the Indo-Pak Border areas is underway for which a compensation was given to around 37 persons falling in Jammu, Samba and Kathua districts as per recommendation of Ministry of Home Affairs dated 19 and 21 December 2017, conveyed sanction of construction of 14460 bunkers for an amount of Rs 415.73 crores in the border districts of Jammu Division.
