Lack of DPCs piles up promotions of officials, admits govt

Srinagar: The state government has responded in affirmative in state legislature to a question by legislator on whether there are huge pendencies with regard to holding of DPCs (departmental promotion committees) and regularization of promotions in various departments.
“It is a fact that a number of officers are working in previous grades. The regularization of the promotions gets delayed due to various reasons vis-a-vis seniority disputes, court cases, interim directions of court, non-submission of APRs, etc. Every effort is being made by the departments concerned for early regularization of officers against the posts on which they have been placed in stop-gap arrangement, in accordance with relevant recruitment rules,” said minister in-charge General Administration Department and Chief Minister Mehbooba Mufti in response to MLA Kupwara Bashir Ahmad Dar.
To other question whether it was fact that these officers get disinterested and approach the Court redressal of their grievances, the reply said: “There are certain isolated cases where officers have approached the Court for seeking regularization.”
She said SRO-166 of 2005 of 14 June 2005 was already in place, which makes it mandatory for all the departments to refer vacancies in the promotion quota to J&K Public Service Commission and Departmental Promotion Committees, at least twice a year.
