Booked under PSA, HC orders ‘proper medical care’ to Anantnag youth suffering mental disorder

Srinagar: The Jammu and Kashmir High Court has directed Superintendent of Kathua jail to provide “proper medical treatment” to detainee Umar Yousuf Khan who is suffering a ‘mental disorder.’
Umar, a resident of Doonipawa Anatnag, was booked under Public Safety Act by ruling PDP-BJP last month, and lodged in Kathua jail, some 300 kilometers from his native place.
“Superintendent jail concerned shall take all necessary steps whatever required for providing proper medical treatment to (Umar)” said a bench of Justice Mohammad Yaqoob Mir and directed the superintendent to file compliance report by or before February 9, the next date of hearing in the plea filed before the court by Umar’s brother.
The court’s direction followed submission by counsel for the petitioner, advocate Nasir Qadri that Umar was suffering from the “bipolar disorder”.
“He is on high-dose of antidepressant which is clear from medical record of Umar,” he said.
Qadri said that Umar should be taken to psychiatric hospital for immediate treatment.
