Srinagar: The State Human Rights Commission has asked the government to pay within three months Rs 50000 each as compensation to three persons from Pulwama who were injured near encounter site in the south Kashmir district in 2012.
The SHRC had taken suo-moto cognizance of the firing and sough a report from the authorities.
The Superintendent of Police, in a report submitted before the commission, stated that the men—Jahangir Ahmad Mir, Mohammad Yaseen Bhat and Showkat Ahmad Mir— suffered injuries during the course of an encounter between the militants and the government forces. Two of them had received injuries in the arms and another injury in leg.
“In view of the report of the Superintendent of Police it is established that the (trio) were innocent, passersby who suffered injuries in the encounter. All the three have produced disability certificates. Each of them have suffered disability of 20%,” said Justice (retd) Bilal Nazki, the chairperson of the Commission.
All the three are “young people” and are from the families belonging to below poverty line. “They have been paid an ex-gratia relief of Rs.2500 twenty five hundred per person. I don’t think the money paid to them is in anyway compensation proportionate to the sufferings they have undergone,” the commission said and ordered the government to pay Rs. 50,000 to each injured to serve interest of justice.”
The amount, the SHRC ordered shall be paid to them within a period of three months. “The Deputy Commissioner Pulwama shall file ATR (Action taken report) by due date.”
