Srinagar: The State Human Rights Commission has recommended compensation of Rs five lakh each to next of kin (NOK) of those killed in “army firing” at Bandipora district’s Paribal Aloosa area during 2008 agitation, triggered by the transfer of state land to Shri Amarnath Shrine Board by then PDP-Congress government.
While police says four persons were killed, deputy commissioner Bandipora put the number of dead civilian at six.
“A lump sum cash compensation of Rs 5 lakh in lieu of appointment in the Government in respect of the beneficiary under SRO-43 of 1994 to the NOKs, be provided to the NOKs/beneficiary of each affected (deceased) family with the deduction of ex -gratia relief to the tune of Rs.1 lakh already paid to them,” said Commission in a judgement, announced earlier in the month.
“Enquiries got conducted into the matter have revealed that during SASB agitation on 12-08-2008, four persons got killed in Army action at Paribal Aloosa (in Bandipora),” the Director General of Police said in a reply submitted before the commission.
While police put the death toll of civilians to four, Deputy Commissioner Bandipora, in a report to SHRC said, six persons were killed and identified dead as Mehraj-ud-Din Khan, Ali Mohammad Khanday, Mohammad Shafi Ganai, Mumtaz Ahmad Bhat, Shahid Ahmad Pahloo and Bashir Ahmad Behar. Thirteen persons were also injured in the firing.
Hearing a plea by father of Sajad Ahmad, whose leg had been amputated due to injuries suffered in the firing by the army, member SHRC Jang Bahadur Singh Jamwal recommended that ex-gratia relief of Rs.75000 to be provided to him.
“Rest of the injured persons be also provided relief as envisaged in Government Order No. 723 — GR(GAD) of 1990 dated: 10-07-1990 as per the percentage of disability sustained by them.”
