Govt forms panel headed by retired judges to inspect ETT colleges

Srinagar: The state government on Tuesday formed two separate committees for Kashmir and Jammu divisions respectively to inspect all the ETT Institutes for grant of NOCs in their favour.
For Kashmir division, the committee includes (s) Mohd. Shafi Khan(Principal District Judge (retired)), Mehboob Hussain (Joint Director(Trgs)/Principal State Institute of Education, Srinagar),
Suriya Akhter9Joint Director (EE), Directorate of School Education Srinagar) and Abdul Ahad (OSD (SSA) in Directorate of School Education, Kashmir.)
Similarly for Jammu, the committee comprises of Dev Raj Sharma(Principal District Judge (retired)),
Mohammad Iqbal(Joint Director (Trgs)/Principal State Institute of Education, Jammu), Choudhary Altaf(Field Advisor, State Institute of Education, Jammu) and Sudakar Chand(Principal, HSS, Harnia).
“The Committees shall submit its inspection report to the Administrative Department for functioning and grant of NOCs in favour of ETT institutions in accordance with the rules and orders passed by the Department from time to time subject to the clearance from Crime Branch,” a government order issued here said.
An ETT Institute is to get NOC from the State Government every year before it commences admission for academic session of that particular year.
It implies, as observed by the high court, that the government must have efficient mechanism to inspect all the ETT Institutes at the beginning of the calendar year so that the State Board of School Education restricts admission to the Institutes that are granted NOC by the State Government.
The Board in addition to regulating affiliation and admission to the ETT Institutes and other private Institutes engaged in imparting training in other disciplines, is saddled with the responsibility to regulate such matters in case of scores of thousands of candidates from class 8th to Class 12th, enrolled in Government and private schools, the high court had said in a judgment in 2014.
“It, therefore may not be possible for the Board because of voluminous work it has to handle relating to School Education, to deal with the affiliation, admission and like matters of ETT Institutes. This explains frequent non-adherence to the admission schedule, by the Board.”
