SHRC asks govt to trace out schizophrenia patient who disappeared 11 years ago

Srinagar: The State Human Rights Commission on Wednesday directed Chief Secretary to make special efforts to locate a person who disappeared from Psychiatric Diseases Hospital in 2007.
A pathetic case of a helpless father whose son got admitted in Psychiatric Diseases Hospital, Srinagar on 12-07-2007 who was diagnosed as Schizophrenia patient got disappeared just after ten days of his admission in the hospital was listed before the Justice Bilal Nazki, Chairperson of the Commission.
While perusing the report and material available on record, the Chairperson observed since a patient has disappeared from hospital and no explanation has been offered, it was a serious violation of human rights and ‘responsibility needs to be fixed how government can say that there is no role of the government in the incident.”
Viewing, the matter seriously, the commission directed the Chief Secretary to ensure that the compensation as ordered by the Commission by order on 16 November last year was paid to the parents of the disappeared person. The commission also directed that chief secretary shall make Special efforts are made to locate the person who disappeared from the Hospital. “Departmental action be initiated against the officers/officials responsible for escape of the Schizophrenia patient.” The commission also directed that responsibility in the matter be fixed. “Action taken shall be filed by the Chief Secretary of the State within a period of six weeks.”
