Srinagar, June 27: The National Investigation Agency (NIA) on Saturday filed a supplementary chargesheet against three more accused, including an absconding doctor alleged to be a principal conspirator, in the November 2025 Red Fort car bomb blast that left 11 people dead.

According to an official statement, the supplementary chargesheet was submitted before the NIA Special Court at Patiala House, New Delhi. The newly chargesheeted accused have been identified as Zameer Ahmad Ahanger, Tufail Ahmad Bhat and Muzafar Ahmad, alias Faraz or Zafar, all residents of Jammu and Kashmir.

With the latest development, the total number of persons chargesheeted in the case (RC-21/2025/NIA/DLI) has reached 13, including the deceased prime accused, Dr. Umer Un Nabi.

The NIA stated that absconding accused Muzafar Ahmad, a qualified pediatrician holding MBBS and MD degrees, is believed to have played a central role in planning the terror attack. Investigators said he is the elder brother of co-accused Dr. Adeel Ahmed Rather and is a founding member of “AGuH Interim,” described as an active offshoot of the Al-Qaeda terror network.

The investigation further revealed that Muzafar allegedly participated in a clandestine meeting at Srinagar’s Eidgah in June 2022, where the terror module was reportedly formed. He is also accused of supervising the manufacture, testing and storage of TATP-based explosives at a secret facility operating from Al-Falah University in Faridabad.

The agency said a Non-Bailable Warrant (NBW) has already been issued against Muzafar Ahmad, who continues to evade arrest, while efforts are underway to trace and apprehend him.

The investigation also uncovered the alleged operational roles of the other two accused. Zameer Ahmad Ahanger has been identified as an Over Ground Worker (OGW) who allegedly maintained contact with foreign-based handlers and acted as a courier for arms, ammunition and terror funds.

Meanwhile, Tufail Ahmad Bhat, a former OGW linked to the banned Lashkar-e-Taiba (LeT), allegedly arranged weapons for the module. The NIA claimed he procured an AK-47 rifle, a Krinkov rifle, a pistol and ammunition through concealed “dead drops” managed by a handler and later supplied the weapons to the late Dr. Umer Un Nabi for ₹3 lakh.

The agency said Zameer and Tufail have been booked under various provisions of the Unlawful Activities (Prevention) Act (UAPA) along with relevant sections of the Bharatiya Nyaya Sanhita (BNS). Muzafar Ahmad faces additional charges under the BNS for murder and abetment, besides provisions of the Explosive Substances Act and the Prevention of Damage to Public Property (PDPP) Act.

The NIA said the investigation relied on forensic evidence, digital geo-location analysis, financial trail examination and other scientific techniques to establish links between the accused and the conspiracy. It added that further investigation into the wider terror network is continuing.
