JKADCSA condemns derogatory, insulting remarks against Clerical fraternity

Jammu, Feb 16: The leadership of the Jammu and Kashmir All Departments Clerical Staff Association (Ministerial Federation), headed by Jeelani Naik, President, and S. Gurmeet Singh, Provincial President, met with the Divisional Commissioner, Kashmir and the Divisional Commissioner, Jammu on Monday and lodged a strong condemnation and formal complaint against Sajjad Ahmed, Principal, Higher Secondary School (HSS) Doongi, Rajouri.

The complaint was filed for his alleged unprofessional, derogatory, humiliating, and unlawful conduct exhibited during a farewell function organized at the school premises on 11.02.2026.

Both the officers assured the delegation for appropriate course of action under rules, reads the statement.

Jeelani Naik, President JKADCSA said that the derogatory and humiliating remarks passed by Sajjad Ahmed have has deeply hurt the sentiments and self-respect of thousands of clerical employees across the UT and seriously damaged the dignity, reputation, and morale of the entire clerical fraternity.

It has also created an atmosphere of humiliation before students, teaching staff, and the general public; and set a dangerous and unacceptable precedent whereby senior officials feel emboldened to publicly insult and demean their subordinate colleagues.

S. Gurmeet Singh Prov. President JKADCSA stated that such public humiliation and vilification of a particular cadre is fundamentally against the principles of service conduct rules, mutual respect, administrative ethics, natural justice, and workplace dignity. Educational institutions, in particular, are meant to be temples of learning, discipline, harmony, and mutual respect not platforms for creating hatred, discrimination, division, and animosity among different categories of employees.

The conduct of Sajjad Ahmed constitutes gross misconduct and is in flagrant and willful violation of the Rule 3 and 7 of J&K Employees Conduct Rules, Rule 5 of CCA Rules

Nazir Ahmad Bhat Senior leader, has made it clear that the Jammu Kashmir & Ladakh All Departments Clerical Staff Association (Ministerial Federation) has always been a responsible organization committed to maintaining discipline, harmony, and cordial relations with the administration. However, when the dignity and self-respect of our members are attacked and violated so brazenly and publicly, we cannot and shall not remain silent spectators. We have full faith in the wisdom, fairness, and sense of justice of the esteemed authorities, and we trust that immediate and exemplary action will be taken in this matter.

Besides, Ashish Sharma, Mir Muzaffar, Umar Jan Bhat, Mohd Ashraf Khan, Jagdesh Thakur, Asim Habib, Mohd Rafiq, Zubir, Mr Tufail, Majid Ahamd, Verjinder singh, and Reyaz Ahmad Wani & others urged the government for immediate and strict action as the sentiments and self-respect of the entire clerical fraternity across the Union Territory of Jammu & Kashmir have been deeply hurt and gravely wounded by this incident.

The Association and its members are extremely aggrieved, anguished, and distressed. While we have full faith and confidence in the wisdom, sense of justice, and fairness of the competent authorities, we pray and demand an immediate action against the said Principal, and if concrete, visible, and tangible disciplinary action is not initiated against the delinquent Principal within Five (05) Days, the Jammu Kashmir & Ladakh All Departments Clerical Staff Association (Ministerial Federation) shall be left with no option but to call for and resort to a Mass Casual Leave of all its members across the UT as a mark of protest and to register our strong resentment against this grave injustice and insult to the clerical cadre.
