JKADCSA concerned over excessive delay in promotions

Jammu, Dec 09: The Jammu and Kashmir All Departmental Clerical Staff (Ministerial Federation) has expressed serious concern over the inordinate delay in holding the Departmental Promotion Committee (DPC) meeting for Secretariat Assistant Training Course (SATC) passed Junior Assistants of JKPDCL (PDD), Finance department and Law, Justice and Parliamentary Affairs.

As per the notification No. 15-S (PSC) of 2025 dated 25-04-2025 issued by the Jammu and Kashmir Public Service Commission (JKPSC), the result of SATC passed Junior Assistants was declared nearly six months ago. Under SRO-272 dated 19-09-2008, it is clearly mentioned that SATC passed Junior Assistants are eligible for promotion to the post of Senior Assistant, a statement issued to the INS reads.

It reads that it is relevant to reiterate here that the Junior Assistants under reference had qualified the SAC examination almost seven months ago, thereby fulfilling the prescribed eligibility criteria for promotion to the post of Senior Assistant under the applicable recruitment and promotion rules.

The SAC qualification represents an important milestone in the career progression of clerical staff and is intended to ensure that competent and trained personnel are elevated to positions of greater responsibility. However, despite their meritorious achievement and the considerable passage of time since acquiring eligibility, the much-deserved promotion has not yet been accorded. Such prolonged delay has led to a sense of discouragement and dissatisfaction among the concerned employees, adversely affecting their morale and potentially hampering their efficiency.

Furthermore, it is a matter of concern that presently hundreds of posts of Senior Assistant in aforementioned departments are lying vacant since long. This vacancy situation exists despite the availability of eligible and qualified candidates who could be promoted to fill these positions and this undue delay is causing suffocation among the cadre at large.

In light of the foregoing and keeping in view both the assurance extended during the aforementioned meeting and the pressing administrative need for filling the vacant posts, the Chief Engineer, M&RE Kashmir/Jammu, Director Accounts and Treasuries and Secretary Law, Justice and Parliamentary affairs are requested to accord promotion to SAC-qualified Junior Assistants to the post of Senior Assistant at an earliest.
