According to the circular issued by Director Horticulture Planning & Marketing, Ghulam Jeelani Zargar (JKAS), the department has taken note of reports and inputs indicating that auctioning of horticulture produce in some markets is being carried out covertly by certain traders. The department said such practices are “strictly prohibited” under the rules governing market operations.

The Directorate said the mandate of the government is to ensure transparent and accountable marketing of horticulture and agricultural produce, including all transactions within the established Fruit & Vegetable Markets in the UT.

“In view of this, all stakeholders are impressed upon to discontinue any form of undercover auctioning and strictly adhere to open auction procedures in a fair, transparent, and accountable manner,” the circular reads.

The department has further warned that any individual, trader, or commission agent found involved in covert auctioning, facilitating such activities, or participating through undercover means shall face strict legal action. This includes immediate cancellation of license along with any other consequences under law.

Concerned officers of the department have also been directed to ensure strict compliance with the instructions “in letter and spirit,” the circular adds.
