Responding to multiple questions in the Legislative Assembly, GAD in a written reply, said different departments engage such workers based on operational requirements.

A committee under the Chief Secretary, constituted via Government Order No. 384-JK(GAD) of 2025, is examining regularization, pending wages, and minimum wage compliance.

The committee is also compiling a verified database of workers, including department-wise details, duties, and duration of service.

The statement added that wages and incentives are being paid according to existing guidelines. The committee is reviewing all legal, administrative, and financial aspects before finalizing recommendations, covering over 1 lakh registered workers across departments such as Education, Health, Power, Public Works, Revenue, and Rural Development.
