Kulgam, Jul 29: The School Education Non-Teaching Employees Forum (SENTEF), District Kulgam expressed serious concern regarding the recent order issued by the Directorate of School Education Kashmir (DSEK), wherein services of certain teachers has been order to assign clerical work in Directorate of School Education Kashmir, which clear of violation of Government Order No.1691-JK(Edu) of 2021.
The Lieutenant Governor of Jammu & Kashmir, the Education Minister and the Commissioner/Secretary of the School Education Department have unequivocally directed that teaching personnel, Lecturers, Masters, and Teachers, shall not be deployed for clerical assignments such as DSEK, CEO, and ZEO offices.
These directives have been commendably implemented in Jammu by the Director School Education (DSEJ), upholding the sanctity of academic roles, reads a statement issued to the INS.
Regrettably, the same cannot be said for the Directorate of School Education, Kashmir (DSEK), where a flagrant subversion of these higher directives has been observed. In an apparent affront to institutional discipline, the Directorate of School Education Kashmir, vide Order No. DSEK/IMW/197-25/TS/1538-41 dated 26/07/2025, transferred clerical staff from the Directorate only to replace them with Masters and Teachers, an unconscionable inversion of roles and orders of higher authorities.
This egregious decision not only undermines the intent of policy but also constitutes a direct violation of standing orders. It is an administrative paradox wherein clerks are being dispatched to schools while pedagogues are being exiled to clerical chairs, an antithesis of educational prudence.
The J&K All Departments Clerical Staff Association (JKADCSA) and the School Education Non-Teaching Employees Forum (SENTEF) have taken strong exception to this bureaucratic transgression. “We urge the Director, School Education Kashmir, to forthwith rescind the aforementioned order. Alternatively, if such misallocation of human resources is to be institutionalized, let the designations be formally reversed, let clerks be made educators and teachers be rechristened as non-teaching staff. At least then the satire would be complete,” reads the statement.
JKADCSA/SENTEF appealed to the authorities, including the Hon’ble Lieutenant Governor, the Chief Minister, the Education Minister, and the Secretary to the Government Education Department of J&K, to address this grave issue; otherwise, the non-teaching cadre of the department shall have no option but to adopt the path of agitation because of the fact that our cadre are being jacked around and persecuted at large, and we have a constitutional right to raise our voices.
