Srinagar, Jul 23: JKADCSA and SENTEF leadership on Wednesday raised an alarm over de-freezing of non-teaching posts and delay in promotions of Ministerial Cadre.
In a joint press conference held today, the leadership of the Jammu and Kashmir All Departments Clerical Staff Association (JKADCSA-Ministerial Federation) and the School Education Non-Teaching Employees Forum (SENTEF) voiced deep concern over the ongoing administrative stagnation caused by the continued freezing of non-teaching posts and inordinate delay in promotions for non-teaching staff at large, which has created suffocative atmosphere among the teaching cadre of School Education Department, across the UT of Jammu and Kashmir.
President of JKADCSA Jeelani Naik, Chairman Bashrat Saleem, and Provincial President Mohad Ashraf Khan highlighted the crisis, attributing the growing trend of deploying teaching staff for clerical and administrative duties to the vacuum left by unfilled non-teaching vacancies.
“It is highly unfortunate that due to the acute denial for legitimate promotions and freezing of posts, non-teaching employees of the particular department throughout UT of J&K, are facing acute staff shortages. As a result, teaching staff are being diverted from their core academic responsibilities to perform clerical assignment,” said Jeelani Naik.
The Federation has approached Hon’ble Minister for School Education Department, Chief Secretary, Secretary to Government School Education department and Director School Education department Kashmir/Jammu through multiple Memorandums and raised the concerns of the cadre, but verbal assurances from the administration, there has been no tangible action.
The failure to initiate timely promotion which resulted 80% vacancy in promotion posts and freezing of non-teaching posts is unjust and damaging morale and departmental efficiency. These are main reasons which contribute to encroaching of Non teachings assignments by teaching staff.
The efforts of Secretary, School Education department with regard to removal of teaching staff from non-teaching assignments are highly appreciable, but such efforts will be fruit full only, when all unfilled vacancy of non-teaching get filled timely. Federation presented following demands.
Immediate de-freezing of all sanctioned non-teaching posts.
Issuance of promotion orders, as per the available vacancy of all category of non-teaching cadre, including MTS, Library, Laboratory, Jr. Assistant, Senior Assistant, Head Assistant and Section officer.
Comprehensive cadre review to resolve stagnation and ensure career progression.
The press conference concluded with an earnest appeal to the Lieutenant Governor, Chief Minister, Minister School Education Department, Chief Secretary and Secretary to School Education department to restore legitimate rights of Non-Teaching Cadre, as guaranteed by the Constitution of the India.
The leaders noted that a continued delay in fulfilling these just demands may eventually leave the Federation with no alternative but to consider democratic forms of protest.
