JKLADCSA convenes meet to devise strategy to ensure implementation of the CAT judgement

Srinagar, Jul 11: The Jammu Kashmir All Departments Clerical Staff (Ministerial Federation) (JKLADCSA) convened a pivotal meeting on Friday at Kothi Bagh, Srinagar, under the leadership of Jeelani Naik, President of JKLADCSA.

The meeting was attended by central body leaders, District presidents Kashmir Province, and esteemed retired members and in addition a team led by District President Doda Mehboob also attended the meeting.

The primary focus of the meeting was to devise a strategy to ensure the implementation of the Central Administrative Tribunal (CAT) judgement addressing pay disparity for clerical cadre, effective notionally from January 1, 1996, and monetarily from February 1, 2003.

Discussions also covered the restoration of (SATC) increments and a comprehensive cadre review for the clerical cadre. The federation unanimously resolved to contest the appeal filed by the government against the succeeded CAT judgement, vowing to pursue the matter to its conclusion, drawing on their success in previous legal battles.

As well, various representatives raised concerns about delays in conducting Departmental Promotion Committee (DPC) meetings across multiple departments including Revenue department, Education department, PDD, PHE, I&FC Department, Health department, hindering timely promotions and the filling of vacancies under the promotional quota.

The JKLADCSA strongly appeals to the Hon’ble Lieutenant Governor and the Respected Chief Secretary to address this issue urgently.

The federation requests that necessary instructions be issued to all departments to ensure the timely conduct of DPCs and the prompt filling of vacancies under the promotional quota, thereby safeguarding the career progression of clerical staff.

Jeelani Naik reiterated the federation’s commitment to advocating for the rights and welfare of its members, emphasizing the need for unified efforts and constructive dialogue with authorities. The insights of retired leaders further reinforced the federation’s determination to achieve its objectives.

The federation remains steadfast in its mission to secure fair treatment, timely promotions, and equitable policies for the Ministerial cadre across Jammu and Kashmir. “We are not asking for alms but for what has been constitutionally guaranteed and judicially endorsed and neglecting our rights is not just an administrative lapse, but a betrayal of justice.”
