New Delhi, Apr 14: Chairman Jammu & Kashmir Civil Society Forum and President Pensioners United Front, Ab Qayoom Wani Monday addressed the National Executive Committee meeting of the All India State Pensioners Federation (AISPF) at Dutt Bawan, Ashok Bawan, New Delhi.

In his impactful and thoughtful address, Wani, as per a statement issued to INS, emphasized the need for a peaceful, democratic, and coordinated nationwide effort to safeguard the rights and dignity of pensioners and employees across the country.

He proposed a two-phase approach: beginning with awareness and mobilisation campaigns and demonstrations across all states and union territories, followed by sustained demonstrations at Jantar Mantar and before the President’s House.

Wani underlined that pensions and salaries are not acts of charity, but constitutional and legal rights of employees and pensioners. He criticized the government’s approach, pointing out that it initially targeted newly appointed employees post-2010 under the New Pension Scheme (NPS), and now, through the proposed exclusions in the 8th Pay Commission, it aims to marginalize pensioners further.

He noted that such a move, if implemented, could be deeply discouraging for lakhs of retired government employees who have devoted their lives in service to the nation.

During this nationwide historical convention, Wani and other leaders highlighted several pressing issues, including excessive commutation deductions, lack of cashless medical facilities for all pensioners and senior citizens, and apprehensions regarding the 8th Pay Commission, particularly its potential adverse impact on pensioners. The demand for grant of additional quantum of pension starting from the age of 65 at 5% and increasing every five years, enhancement of the medical allowance up to ₹3000, and the proposal to grant one month’s pension every year as a pilgrimage allowance were discussed in detail. These demands reflect the growing concern for the health, dignity, and spiritual needs of the retired community.

He emphasized the slogan “Do and Win”, calling for a united and resolute response against the anti-pensioner and anti-employee policies of the present Government of India.

Wani also raised the issue of disparity between different categories of public representatives and employees, observing that while Members of Parliament and Legislators receive pension benefits after very short tenures, long-serving government employees and pensioners face increasing uncertainty about their rights. He called for a more equitable and fair approach in policy formulation.

He urged the government to engage in meaningful dialogue with representatives of pensioners and employees to address their concerns and avoid any steps that may create discontent or a sense of injustice among those who have served the nation with dedication.

Wani called upon all state-level units of AISPF to remain vigilant, united, and committed to a constructive and result-oriented approach. He assured the central leadership of full support from the pensioners of Jammu & Kashmir and Ladakh and reaffirmed that the leadership from the region will always be ready to contribute to the larger cause.

After receiving comprehensive feedback from all participating leaders, it was decided that the final decision regarding the future course of action will be taken in the upcoming Core Committee Meeting. The cadre across all states has been directed to remain alert and ready for the next phase of mobilisation and action.

Wani also expressed his gratitude to the central leadership of AISPF for their warm welcome and inclusion into the federation, expressing hope for a strong, united front in the days ahead.
