According to an official order issued by the General Administration Department (GAD), the committee will be chaired by the Chief Secretary, J&K, and will include senior officials from key departments such as Home, Housing & Urban Development, Transport, Public Works, and Tourism, along with representatives from the police, municipal corporations, and national highway authorities.

The committee has been tasked with formulating detailed traffic management plans, enforcing strict lane discipline, addressing congestion in high-footfall areas, and integrating modern technology such as the Intelligent Traffic Management System (ITMS) for real-time enforcement of violations. It will also work on decongestion measures, road infrastructure expansion, parking solutions, and the regulation of street vendors.

A key focus will be accident prevention, urban planning, and the completion of Smart City projects impacting traffic flow. The panel will also oversee improvements in pedestrian infrastructure, Shikara ghat management, and the introduction of dedicated e-bus services to ease congestion.

The committee is mandated to meet monthly and will be serviced by the Housing and Urban Development Department.
