Srinagar, Nov 29: Jugmeet Kaur Bali, President of All Sikh Minority Employees Association and All Jammu and Kashmir Minority Employees Association Wednesday welcomed the appointment of Atal Dulloo as Chief Secretary of Jammu and Kashmir, terming him the administrator of Par excellence.
