RDD for economic upliftment of society: Advisor Baseer Khan

SRINAGAR, SEPTEMBER 28: Advisor to Lieutenant Governor, Baseer Ahmad Khan today asked Rural Development and Panchayati Raj Department to effectively implement RDD schemes with special focus on the schemes meant for housing, wage generation, development and other works.
The Advisor passed on these directions during the review meeting of Rural Development and Panchayati Raj regarding the implementation of various schemes, programmes and policies in Kashmir division.
A detailed discussion was held on the works undertaken under Jan Abhiyan, MGNERGA, payments under 14th Finance Commission (FC), draft plan of 15th FC, Pradhan Mantri Awas Yojana (Grameen), Aadhaar Seeding, Greh Pravesh Gifts and Geo tagging.
He said that RDD is grabbing a lot of attention throughout the country and the officers have a strong role to play in this regard. He said that the department has been created for the economic upliftment of rural section of society and every officer needs to gear up his efforts with responsibility.
The Advisor maintained that there should be a perceptible change in the coming days as far as rural development is concerned and the officers will come under scrutiny.
The Advisor also asked the officers of different ranks to visit the blocks to keep a track of the developmental activities and asked them to maintain self explanatory dairies about their visits. He also added that there will be monitoring of all the developmental works at different levels so that all the schemes and programmes are completed within the set deadline.
While reviewing the construction of Panchayat Ghars, he directed that they are a vital part of grass root democracy and special focus should be laid for the timely completion of Panchayat Ghars in left out blocks.
Regarding the geo tagging of various assets, the Advisor asked for sustained efforts to keep up the pace and achieve the targets set for it and said that every penny on account of SBM liability should be disbursed by the visiting officer.
The Advisor also took report from Assistant Commissioner Development of each district of Kashmir division about the works started under MGNREGA and 14th FC during Jan Abhiyan and the payments made thereof and passed on several directions.
While reviewing the progress report under various flagship schemes of the department, the Advisor asked the concerned to work with utmost zeal and dedication and achieve the fixed targets well in time.
The Advisor also said that after completion of Back to Village 3, a meeting will be held where officers having achieved optimum results shall be encouraged and those whose performance is not found upto the mark action will be taken accordingly.
The Advisor was also briefed about the achievements registered under RDD and Panchayati Raj sectors in the Kashmir division through a power point presentation.
Secretary, Rural Development and Panchayati Raj Department Sheetal Nanda; Director, Rural Development Kashmir Qazi Sarwar; Director Rural Sanitation; SE Rural Development Kashmir were present in the meeting. ACDs, Executive Engineers and District Panchayat Officers of Kashmir Division attended the meeting through video conferencing from their respective district headquarters.
