Govt orders photographic records to check fund fraud against already restored works

Srinagar: In a bid to prevent embezzlement of funds against already restored works, the government has ordered photographic record of all completed works with GPS coordinates.
Besides, it has ordered ensuring engineering certificate of completion by concerned Executive Engineer or appropriate level while Planning, Development & Monitoring Department has been asked to develop a Map recording all works on a GIs system by July 15.
The “advisory” was issued after a report by Anti Corruption Bureau (ACB) vide a communication (No. VO-PWD-G-6412017-3813-140 on 15 March this year. The ACB has stated that it has received complaints regarding embezzlement of funds in various departments through release of funds repeatedly against already restored works which are in good condition. “A number of restoration works are undertaken by the Government Agencies every year. In order to ensure that same works are not shown to have been executed repeatedly, it is imperative that location of all works are fully described through GPS coordinates and the photographs before and after execution of work are mandatorily produced before making payment,” it underlined. Further, it said no work should be taken up without Administrative Approval (AA). “The departments should accord Administrative Approval only after satisfying that same work has not been taken up for execution in earlier years by other agencies. Drawal of bills against any non-existent works/renovation needs to be stopped forthwith,” it added.
Subsequently, the government asked all departments to take various steps on completion of all works including photographic records of all completed works with GPS coordinates. “Engineering certificate of completion by concerned Executive Engineer or appropriate level; Planning, Development & Monitoring Department to develop a Map recording all works on a GIs system by 15.07.201 9.”
The Administrative Secretaries are requested to put in place a proper mechanism to ensure compliance to the above instructions, the government order added.
