Srinagar: Vigilance Organization Kashmir on Wednesday registered a Case FIR No 32/2018 U/S 5(1)(c), 5(1) (d), r/w 5(2) P.C Act Svt; 2006 and Section,468,471, 120-B RPC.
Giving details, a Vigilance Organization spokesman said that the registration of the instant case is the outcome of a verification conducted by this organization which looked into the allegations of Fraud/embezzlement in scholarship funds of Pahari speaking/Gujjar Bakerwal students in education department zone Tangdhar of District Kupwara during the financial year 2010-11.
The enquiry revealed that during the Year 2010-11, ZEO Tangdhar by abusing his official position in connivance with dealing clerks of ZEO Office Tangdhar & others, under a well-knit conspiracy have fraudulently inflated the figures of beneficiary students and thus obtained the excess funds from CEO Kupwara on account of Gujjar Bakerwal & Pahari speaking student scholarships, and later on by fraudulently inserting fake / fictitious names of non-existing students in the acquaintance rolls maintained with regard to disbursement of scholarship funds , have withdrawn the said excess amount and misappropriated the same thereby causing loss to state exchequer against wrongful gain among themselves.
The enquiry has further revealed that during the period 2010-11 scholarship funds have been disbursed fraudulently under a well-knit conspiracy by the then ZEO Tangdhar Mohammad Ashraf Bhat and concerned dealing clerk namely, Mohammad Ashraf Poswal, Sr. Assistant & others.
Accordingly, a case has been registered in Police Station Vigilance Organization Kashmir and the Investigation of the case is going on.
