AYUSH/ISM Doctors, Pharmacists hail Dr. Abdul Kabir’s appointment as Chairman Scientific Committee

Srinagar: AYUSH/ISM Doctors and Pharmacists of J&K have appreciated Government of India for appointing Dr. Abdul Kabir as Chairman Scientific Committee at national level.

In a statement issued here, they also highlighted achievements in the department of ISM during the period of Dr. Abdul Kabir Dar, Commissioner Food Safety and Standards, Ex. Secretary Technical H&ME and Director General ISM, J&K and requested authorities to continue such developmental programs for welfare of patients and the development of the department.

They provided tabular view of the fortification of and achievements in the Department of ISM, J&K during Dr Kabir’s tenure and it is as follows

  1. Development of Infrastructure/Creation of Assets
  • Construction of Govt. Ayurvedic Medical College-Cum-Hospital at Sangani Akhnoor Jammu. First batch of BAMS Course started from 2017-18 with 50 Students.
  • Construction of Govt. Unani Medical College-Cum-Hospital at Nawabagh, Ganderbal Kashmir under Centrally Sponsored Scheme.
  • 30 Dispensaries (16 of Jammu Division & 14 of Kashmir Division) were undertaken for construction under NABARD, out of which 19 have been taken over by the Department and rest of which are near completion.
  • Setting up of 50-Bedded Integrated AYUSH Hospital one each at District Kishtwar and District Kupwara approved during 2017-18.
  • Construction of the Directorate of ISM Complex at Bemina Srinagar under Capex Budget.
  • Construction of Integrated AYUSH block at Govt. Ayurvedic Hospital, Jammu.
  • Construction of Deputy Directorate complex, District Office, Controller Office-cum Drug Stores at Paloura, Jammu.
  • Under Capex Plan of 2016-17 & 2017-18, Construction of ISM Dispensary at Seyote, Dhar Mahanpur Kathua, Kanthagali Ramban, Kundra, Reasi, Manzmooh Anantnag, Fresthar Kreri Baramulla, Nadihal Bandipora, Kehnusa Bandipora, Danihama,Hazratbal Srinagar have been taken up.
  • Construction of ISM Dispensaries have been taken under Rural Infrastructure Development Fund (RIDF-XXI) sanctioned during 2016-17 & 2017-18 at Pathwal Kathua, Gulab Bagh Srinagar,Goondha Rajouri, Saaj Rajouri, Chingus Rajouri, GhambirBrahamana Rajouri, Kotli-Parran Rajouri, Paloura Jammu, GanoteRamban, Kulangam, Kupwara.
  • Two Unani Colleges and One Aurvedic College in private sector supported by thedepartment.
  • 87 new ISM Institutions created along with required staff.
  • 50-bedded Integrated AYUSH hospital at world famous tourist destination Harwan adjacent to Dal Lake on 21 kanals of land constructed.
  • ISM drug testing laboratory and AYUSH Pharmacy building constructed at Jammu.
  • 10 kanals of land acquired for the establishment of Herbal Garden at Kulgam.
  • 63 kanals of land acquired for construction of 30 ISM dispensaries.
  • 30 kanals of land for the establishment of world class Herbal Garden & Hi-tech nursery of Medicinal Plants at Nehru Memorial Botanical garden Srinagar in collaboration with Directorate of Floriculture Kashmir.
  • 100 Kanals of land identified for establishment for National Institute of Medicinal Plants (NIMP) at Bhaderwah J&K.

 

  1. Increase in Bed strength:

The bed strength of AYUSH hospitals which unfortunately remained static at 25 beds since 1977 increased to 335 beds, with 1340% increase is expected to increase up to 475 after completion of construction of:

  1. 100 beds in One Govt. Unani Medical College, Kashmir.
  2. 100 beds in One Govt. Ayurvedic Medical College, Jammu.
  • 50 beds in 50-bedded Integrated AYUSH Hospital, Harwan Srinagar.
  1. 50 beds in 50-Bedded Integrated AYUSH Hospital, Kishtwar.
  2. 50 beds in 50-Bedded Integrated AYUSH Hospital, Kupwara.
  3. 25 beds added at Ayurvedic Hospital Jammu.
  • 50 beds added at Unani Hospital Shalteng, Srinagar.
  • 200 beds added at AYUSH Units at District Hospitals (10-beds each).
  1. 60 beds added in 30 newly constructed Dispensaries.
  2. Generation of Manpower and Employment:

Over the last 25 years of separate existence of the Directorate, ISM had to be content with whatever staff had been created in1987. Even out of 26,000 posts under Prime Ministers Reconstruction Programme, not a single post was given to the department. Through extensive efforts posts of different categories were created which ensured outreach of the services to the far flung and remote areas of the state which were otherwise deprived of these facilities. The breakup of which is depicted as below:-

  • 160 of Medical Officers posts by corresponding reduction of posts of Assistant Surgeons (Allopathic) from Health Department
  • 87 posts of medical officers for newly created ISM Institutions and equivalent number of Nursing Orderlies
  • 30 posts of Homeopathic Medical Officers created in the Department.
  • 105 posts of medical officers (Ayurvedic/Unani/Homeopathic) referred and 66 posts advertised by JKPSC so far.
  • In mainstreaming of AYUSH under NHM- 446 ISM Medical Officers at PHCs, 428 Unani/Ayurvedic RBSK Medical Officers and 360 ISM Pharmacists at PHCs have been engaged.

  1. IEC activities undertaken to promote AYUSH systems of Treatment:

 

Information, Education & Communication using print & electronic media and other outreach programmes like organizing AYUSH Health Awareness Melas, Seminars, Conferences and Free medical Camps during important religious, social, cultural programmes in the state, were undertaken and by partnering with individuals, NGOs, self-help groups, education institutes and other line departments.

3,22,178 patients were provided AYUSH treatment through 2,712 IEC activities which includes outreach medical aid camps, school health programmes and AYUSH awareness camps during 2015-16 and 2,88,893 patients have been treated in 1,726 Health Checkup /Camps/Peripheral OPDs during 2016-17.
