Srinagar: The governor administration on Thursday ordered that no officer or official shall be deputed or nominated to visit outside the Country for training programme or visits without the prior approval of the Competent Authority after submission of proposal to the General Administration Department. “Vide Circular Nos 22-GAD of 2006 dated 30.08.2006 and 21-GAD of 2007 dated 06.06.2007, detailed instructions regarding visit of Administrative Secretaries and below to places outside the State/Country have been issued. It has been observed that some Departments depute/nominate officers outside the Country for training programme at their own level without consultation/approvaI of the General Administration Department which tantamounts to violation of the circular instructions making the concerned officers liable for action,” reads an order issued here by the GAD. “It is, therefore, once again impressed upon all the Administrative Secretaries to ensure that the proposals involving deputationlvisit of officers for undergoing training programmeslother official work outside the country are submitted to the General Administration Department for obtaining prior approval of the Competent Authority and issuance of orders by the General Administration Department,” the order added.
