Efficiency, transparency in admin first priority: Chief Secretary

Srinagar: Following the roll-out of ‘Mission on Delivering Development’, the Chief Secretary, BVR Subrahmanyam today set into motion the ‘Mission on Delivering Governance’.

Speaking at a meeting of the Administrative Secretaries at the Civil Secretariat here this morning, the Chief Secretary issued a series of instructions to reinforce efficiency, transparency and fairness in administration and ensure speedy redress of public grievances.“Efficiency and transparency in administration should be our first priority to ensure that the common masses get accessible, accountable governance,” he said.

The Chief Secretary asked the Administrative Secretaries to immediately bring to the notice of the Government any matter, in their respective Departments, which has the potential to adversely impact upon the delivery of public services. “The Administrative Secretaries should clearly indicate the genesis of the issue and required measures to initiate speedy redressal,” he said and added that the concerned Administrative Secretary will be personally accountable in all such matters.

He said, as the State Administrative Council (SAC) meetings have been fixed for every Wednesday, the Administrative Secretaries will submit by 4 pm every Monday, the agenda alongwith the Press Release to the General Administration Department (GAD) through the concerned Advisors for consideration of the SAC.

Regarding rationalization of tours by the Administrative Secretaries, the Chief Secretary directed that all the Administrative Secretaries will work-out a calendar, so as to balance their commitments within the state and official tours outside J&K.

To ensure attendance of employees, the Chief Secretary asked the Administrative Secretaries to analyze the biometric attendance reports of the employees in their respective Departments and submit status note to the General Administration Department (GAD) on daily basis. “The Administrative Secretaries should, in their status report, clearly indicate the total number of employees marking attendance, number of employees not marking the attendance and number of employees on leave with valid reasons,” he said adding that the regular attendance of officers/officials in their respective Departments is key to speedy redress of public grievances.

Regarding cancellation of the attachment of employees, the Administrative Secretaries have been directed to certify compliance of the circular (No: 22-GAD of 2018 dated: 06-07-2018) issued by the Government in this regard and submit a report to the GAD by 16-07-2018.

The Chief Secretary also sought information regarding engagement of Consultants by various Departments in light of the instructions issued vide OM No: GAD (Adm) 29/2018-1 dated: 29-06-2018.

The Chief Secretary directed that all the government departments and public-sector enterprises should route their advertisements to the print and electronic media through the Information Department only.

Regarding Extended Gram Swaraj Abhiyan, the Administrative Secretary, Rural Development & Panchayati Raj was asked to submit a to-date status note.

Chief Secretary directed that all Inter-Departmental Committees comprising Administrative Secretaries of different Departments should be constituted under the orders of the General Administration Department, as required, under the J&K Government Business Rules.

The Administrative Secretaries were further asked to immediately set-up six dedicated Cells in their respective Departments in light of the SAC decision to address the issues in a time-bound manner. “The Administrative Secretaries shall keep a record of the circular instructions/orders issued consequent to the imposition of the Governors Rule for compliance and follow-up as per the timelines,” the Chief Secretary said.
