Bandipora: The war between two Chief Medical officers of district Bandipora, to prove who is the real CMO, is being slug out on employees. They are without salary since three months now and both CMOs claim ‘they have cleared their case’. 

On Thursday employees of District Hospital Bandipora locked down Bandipora hospital for second day demanding salaries.

“We have not received our salary From last three months, our families particularly school going children have been suffering badly,” they told INS.

Health Department in Bandipora District is working under two CMos, Dr Bilkes and Dr Bashir Ahmad chalkoo, both claiming to be the real CMO.

Dr Bilquess Mir was attached with the DHSK Vide order No ESH|3|1-33|3972-76 Dated 06-12-2017, and Dr Bashkir Chalkoo was Given Additional charge of CMO Bandipora.

Dr Bilkes managed a stay order from court but the department had already put chalkoo on her post.

‘CMO Bandipora’ Dr Bashir justified him being the real CMO saying that he holds additional charge of CMO Bandipora.” I am Subordinate Officer to my Directorate and my Department. It is Department not me which has to implement Govt order,” Chalkoo said.

According to Chalkoo he has raised the salary issue with the concerned  authorities who have assured him that salary is coming soon to aggrieved employees.

“I have talked with the Director Health Services Kashmir regarding the pending salary of Employees and that will likely be credited into their accounts in a day or two,” Chalkoo said.

‘CMO Dr Bilkes’ claimed the same post saying as per Court order ‘CMO Bandipora currently is she,’.

“Register File was not here till today, I signed on that today and Salary will be credited into their Accounts tomorrow. I had authority but he didn’t allow me to sign on that, ‘naturally authority was with me as I have Stay order of Honble Highcourt which is highest authority.’

“Dr Chalkoo hided that Register file so that I will not sign  that. Today Employees got that Register from somewhere and I signed that and Treasury officer also accepted that and they will get their Salary tomorrow”, she claimed.
