SHRC directs Govt to pay Rs10 lacs as compensation to human shield victim

Srinagar: The State Human Rights Commission (SHRC) on Monday directed the state government to pay Rs10 lacs as compensation to Farooq Ahmad Dar who was tied with a bonnet of Army vehicle earlier this year.
The case was listed before the SHRC Chairperson, Justice Bilal Nazki today and while disposing of the matter, he directed the state government to pay compensation to the tune of RS 10 lacs to the victim within the period of six weeks.
He also directed the Chief Secretary of the state to file compliance report in the matter within the period of six weeks.
However, SHRC chairperson refused to direct the army in the case saying that it doesn’t have jurisdiction over the army.
Pertinently, the Army Officer, Major Nitin Leetul Gogoi who tied the BudgaM youth with the bonnet of Army vehicle was awarded by Chief of Army Staff’s (COAS) General Bipin Rawat a ‘Commendation Card’ for his “sustained distinguished service” in counter-insurgency operations in here.
The Budgam civilian later filed a complaint in SHRC against the officer being given a Commendation certificate.
Chairman International Forum for Justice and Human Rights Jammu and Kashmir (IFJHRJK), Muhammad Ahsan Untoo had filed the petition in SHRC under petition number 173/Bud/2017 against Major Gogoi being awarded the certificate. (KNS)
