Director ISM transfers medical officers in contravention of govt’s clear instructions, patient care takes a beating

Srinagar: In contradiction of clear cut instructions from administrative department, Director ISM has transferred or retained many medical officers, some of them while model code of conduct is in operation in the state.
Sources said that the transfers and the attachments ordered by the Director has badly affected many institutions, especially those in far flung areas in the state.
The Director, sources said was instructed on 28 June this year by under secretary to the government health and medical education department “not to issue any orders regarding transfers or attachment of the medical officers and other gazetted level posts without the prior approval by the administration department.”
However, in contravention to the clear instructions, the director ordered transfer of many medical officers including Dr Sheeraz Ahmad Lone, Dr Jahangir Ahmad and Dr Rehana Maqsood via order no (DISM/Est/1826-33) on July 6 this year, sources said. Beside the Director ordered transfer of Dr Zahoor Ahmad Tantry from UD Dardpora Kupwara to UD Gushi Kupwara and Dr Jahangir Ahmad Shah was transferred to Srinagar, only three months after he was posted in Gushi Kupwara. Also Mohammad Amin Kawa was transferred from Gurez, a far-flung area which remains cut off during winter months, to Bandipora, in the month of July. Similarly, sources said Dr Mushtaq Ahmad Parrey was retained at UD Rajbagh, where he is posted from last four years even as he was transferred on March this year to UD Wanpora Pulwama.
The sources said that the Director ISM also ordered transfer of Dr javaid Ahmad Mugloo from UD Offan Kupwara to AYUSH unit JLNM hospital via an order DISM/Est./2018/884-92, despite the fact that four doctors are already posted in the AYUSH unit while the UD Kupwara was left defunct due to the transfer.
While list of the doctors transferred by the Director ISM is long, he also transferred one Dr Rehana Yousuf, Medical Officer Unani from Zeewan to Lal Bazar dispensary on 15 October while mode code of conduct remained in force.
As a result of the transfers, the sources said many institutions have been left defunct due to which patient care has taken a beating.
Principal Secretary health and medical education department could not be contacted for comments despite repeated attempts.
