Srinagar, September 1: The Jammu and Kashmir Government has directed all Administrative Departments to process and manage legislative business through the National e-Vidhan Application (NeVA) Portal from the forthcoming Autumn Session of the Jammu and Kashmir Legislative Assembly, commencing on September 21, 2026.
The directions have been issued by the Department of Law, Justice and Parliamentary Affairs (Parliamentary Affairs Branch) through Circular No. 13-JK(LD) of 2026, dated September 1, 2026.
According to the circular, NeVA is a digital platform aimed at facilitating the paperless functioning of Legislative Assemblies and streamlining the management of legislative business. The platform has now been implemented in the Union Territory of Jammu and Kashmir.
The Government has decided that all legislative business concerning the ensuing Autumn Session will be processed and managed through the NeVA Portal.
The circular states that questions received from the Hon’ble MLAs have already been forwarded by the Assembly Secretariat to the concerned departments, while log-in credentials for the departments have also been created.
Departments Asked to Access NeVA Accounts Daily
All Administrative Departments have been directed to access their respective NeVA accounts on a daily basis and ensure timely processing of legislative matters related to their departments.
These include Government Bills, legislative proposals, amendments, replies to Legislative Assembly questions, assurances, notices, references and other related documents.
The departments have been instructed to ensure that all such documents are submitted, received and processed through the NeVA Portal in accordance with the prescribed procedures and timelines.
The circular further directs concerned departments to ensure that documents uploaded on the portal are complete, duly authenticated and correspond to the approved version of the relevant proposal or document.
Nodal Officers to Coordinate Legislative Business
As part of the new digital arrangement, each department has been asked to designate a Nodal Officer/NeVA Coordinator, wherever such an officer has not already been designated.
The designated officers will coordinate with the Legislative Assembly Secretariat and the Department of Law, Justice and Parliamentary Affairs and handle legislative business received through the NeVA Portal.
The Government has also directed departments to make all necessary arrangements before commencement of the Autumn Session to ensure a smooth transition to the electronic system and prevent delays in legislative business.
Any technical issues concerning the portal may be taken up with the Legislative Assembly Secretariat or the concerned technical support team.
Administrative Secretaries Asked to Ensure Compliance
The circular calls upon all Administrative Secretaries to ensure effective implementation of the new arrangements in their respective departments from the ensuing Autumn Session.
The order has been issued by the Government of Jammu and Kashmir and signed by Achal Sethi, Commissioner/Secretary to the Government, Department of Law, Justice and Parliamentary Affairs.
The circular has been circulated to all Administrative Secretaries for information and strict compliance, besides the Secretary to the Government, Legislative Assembly Secretariat, J&K, the concerned Private Secretaries and other officials for information and necessary coordination.
The move marks a significant step towards digitising legislative processes in Jammu and Kashmir and reducing dependence on physical paperwork in the handling of Assembly business.(KNC)
