Outstanding Sportsperson Recruitment: 55% Sports Quota Job selectees from Jammu, 45% from Kashmir

Srinagar, June 17: Amid recurring debates over regional imbalance in Jammu and Kashmir, the selection of outstanding sportspersons for government jobs has produced a near-proportionate regional distribution, with around 55 per cent of the selected candidates belonging to Jammu Division and 45 per cent to Kashmir Division.

Officials say the outcome emerged through a merit-based recruitment process and reflects the growing sports culture and expanding opportunities for youth across both regions.
According to official sources, the recruitment was conducted under S.O.-12 of 2022 read with S.O.-412 of 2023 through a transparent and merit-based process.
Around 55 per cent of the selected candidates belong to Jammu Division and 45 per cent to Kashmir Division, with the regional representation emerging solely on the basis of merit.

Officials said all eligible candidates were evaluated on the basis of verified sporting achievements at national and international levels. The exercise covered all 44 recognised sports disciplines under the rules without any distinction between Olympic and non-Olympic events.

The selection process involved scrutiny of sporting achievements, eligibility criteria and educational qualifications by a designated Scrutiny Committee constituted vide Government Order No. 1247-JK(GAD) of 2023. The committee was headed by Secretary to Government, Youth Services and Sports Department.

This followed an examination by a High-Powered Committee headed by the J&K Chief Secretary.

The recommendations were subsequently approved by the J&K CM Omar Andullah and Minister for Youth Services and Sports before publication of the provisional selection list.

To ensure transparency, the provisional lists were placed in the public domain on two occasions, allowing candidates and stakeholders to submit objections and feedback through the prescribed mechanism.

Officials said all disciplines covered under the recruitment rules are recognised by the Ministry of Youth Affairs and Sports, the Sports Authority of India and the Department of Personnel and Training for sports quota appointments.

The strong representation of Kashmiri athletes, officials said, reflects the significant expansion of sports infrastructure and opportunities across Jammu and Kashmir in recent years. Investments in stadiums, synthetic turfs, indoor sports facilities and grassroots programmes have encouraged more youth, particularly in Kashmir, to take up sports as a serious pursuit and career option.

According to official sources, the recruitment exercise demonstrates the impact of merit-based opportunities and sustained investment in sports development, creating avenues for talented athletes from all regions and recognised disciplines of Jammu and Kashmir.
